Most of the information in this leveling guide (version 2) is still accurate and should continue to work well for people following this build. I just finished writing another version of this guide, with many tweaks and lots of additional information. It also includes a leveling guide for the ‘Synergy’ ToS build, which is a maximum AoE damage grinding/farming build.
UPDATE 7/1 After a pretty bad week of nerfs, the dust is starting to settle and overall, it’s not as bad as it could have been. Yes, the more extreme AoE massacres are no longer possible (my longest chain kill was 10 or 11), but 3 to 5 mobs at once are still within reason. Active blocking doesn’t seem to do anything. Double-tap back does provide a very short evade bonus. Otherwise, use your other nukes or swing that big club. It can actually do decent damage.

On June 23rd, the Tempest of Set (ToS) was nerfed yet again. This time it was a change to their core leveling abilities. The primary change is a 3 target limit to Storm Field and Lightning Strike now does splash damage instead of pure Area of Effect (AoE) damage. This impacts ToS leveling at all level ranges, so the goal of the leveling build is to minimize the changes while still maintaining an effective AoE nuking strategy.

Detailed Leveling Build
This build incorporates a respec at level 30 to take advantage of Storm Field. Also remember that this is a leveling build, so it has some potential weaknesses in PvP. When possible, I tried to give some options for ToS’s playing on PvP servers.
- 5/5 Ether Flow – Lightning Strike (LS) is extremely mana expensive. Although the cooldown was removed (6/23 patch), LS now does 40% splash damage on up to 3 additional targets. This means you kill single targets faster, but you need more overall casts if you encounter a group.
- 5/5 Arcing Charged Blast – Adds splash damage to your fast casting nuke, Charged Bolt (CB).
- 5/5 Improved LS – Increase the damage of your core nuke.
- 3/3 Pillar Lightning – Increases the radius and the number of targets affected by the LS splash damage. At this time, this feat is questionable. It doesn’t seem to work properly, so consider spending the 3 points in another feat instead.
- 3/5 Static Charge – Increases the damage of all your nukes. Scales with level.
At level 30, you gain Storm Field (SF), a class transforming skill. SF is a passive skill that attacks targets while you are free to run around, cast other nukes, swing your weapon, evade or active block. Combined with Storm Crown (SC), this will be your core leveling strategy. LS cannot be cast while SF is running, but CB and other nukes can still be used.
Unfortunately, with the 6/23 patch, SF can only attack 3 targets at once. Until you get Set’s Storm at level 40, you cannot have SF running constantly, so there will be times when need to rely on LS. The priority is to get Titanic Storm as soon as possible (level 50). This increases the number of targets to 5, which allows the ToS to level almost as well as before the latest nerf.
Respec at level 30
- 5/5 Arcing Charged Blast
- 5/5 Improved LS or 5/5 Grounding Charge – Grounding Charge gives CB a 50% of rooting the target for 4 seconds. Useful for PvP.
- 3/3 Pillar Lightning
- 3/5 Static Charge
- 5/5 Growing Storm – Reduces the mana cost of Life of Set every time LS, CB and SF is cast. Small, but nice bonus.
- 2/3 Storm Crown – A 30s passive buff that triggers an electric shock to a nearby enemy every few seconds.
Due to the nerf to SF and LS, it is more important to get the SF improving feats as soon as possible.
- 5/5 Static Charge
- 2/5 Ether Absorption or 2/5 Brutal LS – Ether Absorption returns a portion of your damage as mana. Since you are relying on Storm Field and Storm Crown, you usually don’t have mana problems. Ether Absorption is the better PvE choice. Brutal LS gives a higher critical hit chance to LS and it is a good choice for PvP servers, since it’s also a prerequisite for 1/1 Inner Charge (instant cast, guaranteed critical strike on next LS, 1 minute cooldown).
- 1/1 Elemental Fury – Instant cast AoE nuke with a 45 second cooldown. Instant casts are great for PvE and PvP. Another nuke to use with Storm Field.
- 5/5 Ether Absorption or 5/5 Brutal LS
- 1/3 Coalesce Ether or 1/1 Inner Charge – Coalesce Ether is another mana management skill that also provides mana for your teammates. Get Inner Charge if you invested in Brutal LS.
- 2/2 Set’s Storm – Reduces casting time and reduces the cooldown so you can always have Storm Field up. Essential for leveling.
- 1/1 Column Lightning – Column area nuke that does great damage. 3 second cast, 60 second cooldown. Can also be used with Storm Field. Good for PvE and PvP. If you play on a PvP server, consider getting this skill before Set’s Storm. Set’s Storm is hugely helpful for PvE, but Column Lightning is only 1 point. It also has a splash damage component that can add to up significant numbers when used against a group.
- 3/3 Storm Crown
- 3/3 Storm Throne – Improves SC by increasing damage, number of targets and restoring mana. Adds a weaker SC to all team members.
- 2/3 Storm Regalia – Further increases SC damage and adds a chance of restoring the team’s mana and inflicting electrical damage.
- 2/3 Set’s Brutality – Increases the chance of critical strike for SF.
- 2/2 Titanic Storm – At level 50, get this essential leveling feat. Increases the number of targets for SF to 5 and improves the range of attack.
- 3/3 Storm Regalia
- 3/3 Set’s Brutality
At this point, you have a choice. Either go directly to the general tree or invest in Idol of Set. The general tree build provides Saintly Warrior sooner, which helps with keeping stamina up when active blocking. I’ve been experimenting a lot with Idol of Set recently and I’ve changed my mind about the usefulness of that skill. The Idol of Set build order can be found further down the page.
- 5/5 Ether Flow – Provides very good mana regen both in and out of combat.
- 5/5 Spirit Armor – Provides a passive defensive boost, helpful for AoE nuking.
- 3/3 Saintly Warrior – Provides mana and stamina when struck in melee combat. No longer as helpful now that active blocking is far less effective, but can still reduce downtime. Also good in extended PvP battles for both mana and stamina.
- 2/5 Spirit Aegis – Provides a small passive magic defensive boost. Nice filler.
- 5/5 Exemplar – Passive increase to melee and nuke damage.
- 1/1 Vengeance of the Gods – Great for PvE and especially for PvP. 1s cast, 30s duration, 3m cooldown. 20% damage buff.
At this point, you have a lot of options. I recommend the following skills. Consider getting any of these skills sooner if it suits your playstyle.
- Empowered Cobra Stare – Stun doesn’t break on damage. Essential for PvP servers. Very useful for ToS’s who group a lot. If you get aggro, this stun is a great way to stop the incoming damage and give your tank a chance to regain aggro.
- Power of the Serpent Ring + Wrath – 10s duration, 60s cooldown, 30% damage buff – Similar to Vengeance of the Gods, provides a nice damage boost. Helps with burst damage for PvP.
- Empowered Life of Set – Only 1 point. Adds a good damage buff to your next LS, CB or SF.
- Idol of Set + Idol of Set’s Power – 60s cooldown reduces the usefulness of this skill, but it is still a very good way to boost damage.
- Far Reaching Spirit + Presence of Mind – Makes your emergency direct heal into an instant cast. Makes it far more useful. Can be cast while running.
- Fury of the Storm + Pillar Lightning + Imp. LS – Always good to improve your primary nuke.
- Ether Absorption + Coalesce Ether + Blood Mana – If you didn’t get these skills before, it’s helpful if you do any LS spamming.
- Set’s Life Spark – Only 1 point. Gives you the ability to resurrect yourself once every 30 minutes. Can be very useful. Unfortunately, you resurrect at the location you died, which is typically surrounded by whatever killed you in the first place. Without your buffs, you die a much faster second death. For parties, it can be invaluable, especially if you are the only rezzer.
- Visions of Hatred + Brain Spasms + Puppets of Set – An essential part of the PvP build right now. Visions of Hatred provides a channeled 6.5s stun (5 minute cooldown). Puppets of Set is a 2.5s cast with a 10s ‘confuse’ (2 minute cooldown). For PvP, I don’t think I need to explain why these skills are useful. In PvE, having more crowd control skills can be very useful as well. Brain Spasm grants a significant chance of immediately recovering from stun, charm or feat. I’m not sure if it works, but potentially very useful.
- Lightning Cast – Makes your next LS into an instant cast, but increases the cooldown.
Idol of Set build order
Note: Before you read further, you should know that you do not need Idol of Set. The ToS grinds and kills fine without it. The Idol can speed up some grinding and create a different gameplay which can be fun. It also helps make up for some of the power lost in the June 23rd nerf.
Note #2: This is probably unintended, but it is possible to place two Idols at once. Queue up another Idol while the first Idol is being cast.
Investing 5 points in Idol of Set and Idol of Set’s Power provides a dramatic damage boost to your Storm Field grinding. You can take down a group significantly faster. This makes it possible to pull a bigger group of mobs and get more bonus experience from longer chain kills.
Since Idol of Set has a long cooldown and the duration (50s) is shorter than the cooldown (60s), you have to manage it properly. Unlike a non-Idol build, you are less mobile, so you have to plan ahead.
- 1/3 Piercing Storm Crown or 1/3 Empowered Cobra Stare – A filler point to get you to the Idol of Set feats, but both are useful choices. Empowered Cobra Stare is the PvP choice. It’s not a bad decision to go 3/3 on either feat before moving on to Idol of Set.
- 3/3 Idol of Set
- 2/2 Idol of Set’s Power – This skill provides additional Storm Field pulses from the Idol itself. I don’t recommend getting the Idol until you have the Storm Field feats first. That gives you more damage and a longer range.
- 1/1 Empowered Life of Set – Every time you cast Life of Set (which is very often), your next LS, SF or CB gets a damage bonus. The damage bonus is significant, so it’s often worth casting Life of Set prior to every LS, SF or CB cast.
- 5/5 Ether Flow
- 5/5 Spirit Armor
- 3/3 Saintly Warrior
Note that this build is better for grinding, rather than questing. It’s often not worth the time or effort to place an Idol if you are only killing a few mobs. Be careful of using Idols in instances with elite mobs. All that DPS will make the mobs very angry at you.
At this point, you can either continue down the general tree to get Vengeance of the Gods or any of the other useful feats I recommended above.

Unfortunately, with today’s nerf to active blocking, I have to experiment to see what works. The news from other players in the official forums does not sound good.

Ferv0r your work here is greatly appreciated. I’m at the point where I’m trying to decide what to do at level 50…as the original leveling spec seems less viable with the active block changes. I look forward to your rage ending and your next update.
Hmm….I have the feeling that SF is still going to be the better choice for leveling. The primary difference is the smaller number of mobs you can pull and handle at once. So no active blocking (it appears to be broken anyways). With SF up, you can still use other nukes and melee with your weapon. Since LS was nerfed to do splash damage and it’s very mana costly, SF+nukes+melee will probably do better.
I unfortunately can’t test and see what a level 50 ToS can handle. Can a 50 ToS handle 5 mobs without active blocking? I doubt it. In Cannibal Caves, I had to active block and pop up every so often to cast the fast nukes (charged bolt and fury) if I pulled 5 or more. So Titanic Storm might not be essential any longer.
Saintly Warrior is probably pointless now too. That frees up lots of points to get other skills.

So I have been following this whole thing from the beginning, I have a level 22 ToS, and am highly interested. So basically the people who whine and whine and whine about the ToS being overpowered got their way, way to give in Funcom. It wasn’t overpowered at all, I die plenty (though I could just be bad at the game). Anyway, so after the modest nerf of reducing Stormfield (I actually think that the LS nerf was more unjustified, as LS is 1-30 primary nuke), they decide to kick us while we are down and nerf active blocking? what the hell?!
I don’t know the details of that nerf, as I am at work and didn’t eve realize they had done it. Someone clue me in? does it use more stamina? does it just not work as a perfect shield anymore? Is there a cooldown?
Anyway, you have a really nice build, and I’m sorry the nerfsquad had to ruin a perfectly good class.
I wonder if they ever though instead of nerfing ToS, which is, hey, a REALLY fun class to play, lets make all the other classes JUST as fun! What a frigging novel idea!

I was in the Cannibal Caves last night. I was level 51, and with a health pot I was more than able to use this build and not even use active block (havent put 1 point into the right side feats yet) and I was getting 5 chain kills and leveling super fast.
In fact, I spent until lvl 51 using lightning strike with Column and Inner charge levling… (just got the game last Saturday) this is much faster and very effective. I played with this spec for 7 hours and I am sold. It’s not PvP right now, but honestly… who cares. Rewards for PvP aren’t implimented and I really dont care, I just want to hit 80 asap.
I think you people really aren’t putting things into perspective. These Nerfs are annoying, understood. But they are not class breaking nurfs. I have played DAoC, CoH, WoW… etc. I have seen classes get ruined by nerfs. ToS isnt ruined yet.
Note : I think they just added some quests in Field of the Dead for some kickin Blue items. I got some shield and a 2 mainhands that are excellent. Might want to use those to help gear you up if needed as well.

@Aralia Active blocking now costs 250 stamina to active and 150-250 every time you get hit (um…these numbers probably scale with level, but I haven’t tested it. Just know that it’s a lot). So it lasts a handful of seconds for us. It also adds a 50% debuff to our healing and damage (so HoT’s, SF, SC do half damage). Anyways, from what I can tell, it doesn’t seem to ‘block’ anything. Right now, it’s just a way to gimp yourself for a few seconds and drain your stamina.
@Eldith Thanks for the info about 50 leveling. I will ask my guildmates and around the net to get more feedback to try to optimize this leveling build based on these recent changes. LS was always a good leveling option, but it didn’t have the AoE massacre potential of SF. But now that SF is much weaker, it’s a reasonable alternative.
And yes, I agree that it seems like a lot of ToS are overreacting (including me.
). But ToS have been getting nerfed (stealth nerfed) almost every patch. It’s just getting a bit frustrating and demoralizing. I worry about the eventual state of ToS as a class when and if Funcom ever stops nerfing.
Correct me if im wrong, but the level 40 build looks off by one point in lightning, I put it into the building storm which I think may have been in error. put the points into sets storm without putting at least one more point into the lightning tree..
also note I took the grounding charge path instead of improved lightning, maybe ive gone wrong there?

@Reku It’s perfectly fine to go grounding charge. Especially on a PvP server, it’s a nice bonus. When I was leveling, that’s the choice I made as well. But for a pure leveling build, it’s not quite as useful as the small added buff that improved LS provides (maybe…it might be broken. hard to test properly.)
Yeah I decided the ability to possibly root is a bit more helpful than say 35 or so damage the LS boost would give me..
Just so you know ferv0r, this build is working fine with me so far. The aoe leveling guide i had found is a bit off, may have something to do with the build, but overall im still able to take many mobs at a time, i have to choose which ones im going to take, but selection is key.. Werewolves over wolves etc at 50ish, I thank you greatly for this guide, as it has helped me immensely, I would still be lightning shocking one mob at a time were it not for your guide.

I only found it the other day while desperately trying to access aoc content at work that is not blocked by our proxy. I also play a ToS and so far, I enjoy it very much.
I put my first points into the thunder tree to max out stormcrown and all feats linked to it and switched over to the lightning tree. After I maxed out all stormfield spells, I tried the cyclone. Being 59, I only have one so far but it is a noteworthy addition to the aoe damage. Whenever I login, I start with doing all the villas in the noble district (takes about an hour for all five and I gain roughly 1,5 levels im my mid 50. Using both heals, sf, sc and a cyclone is enough to aoe 3-5 mobs of my level. The cyclone is also affected by stormcrown and gets it’s bonus like a party member so I never run out of mana when fighting multiple mobs. I never use active blocking because there is so much to do while waiting for the stormfield to kill mobs, like nuking to increase the speed.
Although I planned not to invest into the idol, I will try it out tonight. Is it still possible to pop two if you queue the 2nd while the first is being cast?
With SC, SF, cyclones, idols, column lighting, elemental fury, and the like all at once we are still an incredible aoe machine. It just takes a bit longer to cast them all and usually, mobs are dead before everything is being cast.
Wondering if I should still put points into the general tree for spiritual armament and convert energy.. so many feats, so few points..
By using the villas in a smart way, leveling and gaining money is really fast. When I get home from work, I do my villas, then I usually have tea with the wife or do some other stuff, have dinner, watch tv or do some random quests. The last thing to do each night is running villas again. That way, 3 to 4 levels a day is easy, even for a casual gamer like me.
First off, great guide. However I wanted to comment on the ToS nerf a bit from a level 72 ToS’s experience (who has leveled pre and post nerf).
Pre-Nerf we were OP. Its simple as that. Being able to take on 10+ mobs at once, between active block + storm field was obviously much too powerful.
Post nerf we still have TONS of abilities to deal damage to a mass amount of mobs.
- Call lightning does a ton of damage when it hits, and hits unlimited targets. I’ve laid waste to tons of mobs in a group before with it.
- Elemental fury. Not as much dmg, but still very useful
- Storm Crown. While solo it doesn’t add much, in a group fully talented the AoE effect you get from you and 5 others really stacks up, a lot.
And of course Storm field is still very great. A ToS can still pull 5 same level mobs and knock them all out in ~10 seconds or so with this leveling build. Hell, while the active nerf block hurt it really hurt me more in PvP then PvE. PvE I didnt use it much unless I was pulling like ~8 mobs.
So what I’m trying to say is to all the new ToS’s, don’t worry about the nerf. All it did was put us in line leveling wise with other classes. However, we still are some of the fastest levelers — and are incredibly wanted at higher levels due to AoE grind groups being big.
@Atemu Cyclone and Idol are definitely personal playstyle choices. In general, the community is underwhelmed with Cyclones, though. Maybe when you first get them, the damage is decent, but it doesn’t seem to scale well and it takes some time to plop down 3. It is more useful for grinding large spawns where you are in a group with a dedicated puller. But if you like it, keep using it. Especially now that we are more active during Storm Field, plopping down a Cyclone or two is probably a good idea.
Idol doesn’t get impressive until you get the first point in Idol of Set’s power that makes it spit out SF pulses as well. And yes, you can still plop down 2 Idols if you queue the second one.
I agree the villa’s are a nice way to level/farm for casual players and solo’ers. Especially on PvP servers if you don’t want to get in constant battles in some of the more crowded or contested areas (Kheshatta).
@Nadril I agree, but it just feels less fun now, heh. I liked feeling really epic and powerful, pulling huge mobs and being so incredibly helpful in grinding groups. Yes, ToS is still a fine class, but for people who played from the beginning before all the nerfs, it just feels so different.
Eeks seems like conanarmoury is down guys so for the moment all the stats seem to be wrong.

I tried to make the guide as user friendly as possible, while still including a lot of information. It’s more complicated that I’d like, but that’s the tradeoff for making a more efficient build.
I’m currently experimenting with various level 80 builds, so I’m tentatively planning a level 80 guide with PvE, PvP and raiding choices.

Ok I followed your guide so far but it seems like with SF I get my arse kicked since SF prohibits me from using LS (i,m lvl 30 btw).Should I not use SF till later or did I just miss something?

Yes I have my HoT’s up,and I am using Charged Blast and Storm Crown but i don’t have Elemental Fury yet because im only lvl 30 and I followed the spec guide.So without LS im getting owned:( Not sure what to do.
I was also thinking of getting Brutal LS instead of Ether Absorbtion since mana should’nt be an issue when using SF.
I am on a PVE server but it just seems the extra crit would be nice to have.
@Jasmine Remember that Storm Field only hits 3 targets at once. Now that active blocking doesn’t help, what you do need to learn is to double-tap back. It gives you a quick jump back and a brief but very good evade buff. Essential skill for ToS survivability at all levels.
I don’t use melee all that much now, but melee does do decent damage.
As for Brutal LS, that is what I picked as well, since I’m on a PvP server. For standard PvE, the mana management skills are just always useful, so that’s what I recommended. For Storm Field grinding, though, mana isn’t as big of an issue.
Yeah I forgot about the double tap thing I will be sure to use it now, im almost 35 also so i’ll have my Elemental Fury nuke:)

This is the starting point for most of my personal builds at level 80. It has all of the lightning strike feats (to maximize spike damage), wrath of the serpent ring (spike damage), lightning cast (spike damage), set’s storm, puppets, thundering command.
This leaves you 5 points to fill as you want. Rousing Shock, feat out SF, lightning arc, more mana feats, etc.
For hybrid PvP/raid build, I swap out wrath of the serpent ring for a fully feated idol of set (all 11 points).
Thanks Ferv0r… After leveling using the idol, I can see how powerful it can be, but it also requires alot of setup and i want a bit more self sufficient (less depending on idols) while theyre pretty helpful in situations, I want to just dump some damage for a while, i may decide to switch back later..
As it is, at 79.5 it seems Im pretty much SOL in a somewhat offbalanced fight against me unless I drop a totem, 2v1 them vs me etc.
Ive seen other TOS just dump some damage and drop the one target real fast and then deal with the second, which is a lil more interesting imo, we’ll see gonna have to play around with it..

You should also think about an area guide, ive got a few suggestions to avoid villas as long as possible, ive done villas MAYBE 6 times each before 78th and im finishing 78-80 on them because its just quicker, although agonizing, but when it takes 4 hours to grind at DM grinding out half a level, villas for an hour then do something else is beautiful.
After checking out that build I may go with grounding charge ill have to check out whats available in game after speccing that way, thanks again.

I think it may offer you more than the build described in this version.
The spike damage you described (ToS killing one target really quickly) is the following sequence: Wrath of the Serpent Ring, Inner Charge, Lightning Strike, Lightning Cast, Lightning Strike. It dishes out two Lightning Strike critical strikes in about 4 seconds and includes the +30% damage from Wrath and the +40% critical damage from Fury of the Storm. You can do that once a minute. That kills even level mobs (and really hurts in PvP as well).
About the Idols, I constantly wish that Funcom would remove the cooldown and make it so casting another Idol replaces the one already in existence. I agree that for solo leveling, it can be a pain, but it’s nice to drop one before a bigger pull.
In raids though (and groups to a lesser extent), the benefit of a fully feated Idol is enormous, not just to yourself, but to anyone within range of the Idol.
Ive been using the build you described 2 or 3 posts back for pvp and has worked pretty good, but leaves targets still alive with a bit of hp left, I think lightning cast is what im lacking to finish them off, which im going to need to figure out how to incoporate without sacrificing too many of the other good abilities, gonna take al ook at your other post and see what it gives up for those points.
So it basically looks like youre giving up the puppets vision and brain spasms for the extra chunk of damage, which seems pretty decent, I could live without visions of hatred, I really like brain spasms although I havent become effective as id like to be with it, but I see how useful it can be, and my jury is still out on puppets, hasnt really helped me IMMENSELY yet, but with a group I can see it being a powerhouse for some hardhitters to be out of the fight with people beating on them.. wondering if theres a way to get both lightning cast, and puppets.. Maybe just improve my playstyle, any suggestions on tackling both or is there just not enough points to do it..
Nevermind im retarded, ive been trying to find lightning cast as ive been reading about it alot, and apparently ive overlooked it, I seem to have it assuming I correctly followed your first build, need to look around and find the buttons for it..
The PVE build to the PVP build was a serious change in playstyle, so im still setting up my buttons and trying to get used to it overall. I think the one you original sent me for 80 should be overall decent assuming I can find my lightning cast button, lol? heh. Man immatard.
