Will large guilds rule the game in Age of Conan?

I used to play Anarchy Online six years ago. One of few memories I still have about that game is how much my guild was hated by the other players on my server. I was in Storm, which was the elite Clan guild that had the most high level members. As a result, we practically owned all the unique mob spawns and the PvP raid areas. Other guilds had to ask permission from us if they wanted to take part in the high level content. Other guilds had to bow to us when it came to camping unique mobs for unique loot. Just having the ‘Storm’ tag meant that random people might cuss me out.
I left Anarchy Online before the first expansion, so I missed out on the player building bonuses. But from what I read, guilds gained a bonus from each player building. So larger guilds offered their members more bonuses, which makes the rest of the game even easier.
MMORPG.com posted a developer journal that talks about guild cities. To create a guild city, you have to be level 40+ and have 24 members. Most guilds should have no problem meeting that requirement. The article mentions 13 buildings that can be added to the player cities, each with multiple tiers. Here is a quick quote:
The most common bonus available to players through the player cities will be the passive and/or feat based statistical bonuses for owning a Keep or other “archetype” buildings. These include: The University (Magic Rating), the Temple (Magic Resists), the Barracks (Defense Rating), and the Thieves’ Guild (Attack Rating). Additionally, the Keep building will have a generic bonus to Health Points, Mana Points, and/or stamina points.
Other buildings provide crafting bonuses. I’m sure the individual bonuses are fairly small, but when they are all added together, guild members will receive “massive, powerful bonuses, the better to lord it over their friends and enemies.” Massive, powerful bonuses??
The problem is the article constantly mentions how each building costs a significant amount of resources to build and upgrade. In addition, there a minimum size a player city must be before the guild can claim one of the Battlekeeps. Details are still skimpy about battlekeeps, but I doubt every guild will be able to own one.
Look for huge guilds to rule the servers. With the massive, powerful bonuses, huge guilds will probably rule world PvP and PvP mini-games.
Age of Conan should have many servers, so overall, there will be a fair number of guilds that can eventually gain access to the top tiered cities and PvP gameplay. Anarchy Online only had 2 servers when I played, with the majority of players on the primary server. That allowed a few guilds to rule practically the entire game. Hopefully Age of Conan will implement ways for guilds to work together, so smaller guilds can play a role in guild politics and city PvP.

I only played for half an year or something, but I was seriously hardcore. I had a bunch of alts, but my main was a Trader named Alynie. I spent so much time doing PvP, until Funcom took away her heals. It was a sad day.
